Created project skeleton:
    - Added Razor template and added serilog to it (still not configured)
    - Added qrcodejs library to the Razor project
    - Added DataAccess library with dapper and npgsql
    - Reference DataAccess in WretchedMachines
    - Added default dotnet gitignore
